NetMission’s Submission for OHCHR Call for Input for Thematic Report on Artificial Intelligence and Racial Discrimination

The increasing pervasiveness of Artificial Intelligence (AI) necessitates a critical examination of its potential impact on racial bias. Unethical development and deployment of AI could exacerbate existing racial inequities. NetMission.Asia as a youth initiative in Asia Pacific is committed to promoting digital literacy, inclusion, and responsible technology use, and recognizes this challenge as integral to fostering a just and equitable digital landscape.

While AI undoubtedly brings benefits, its drawbacks are becoming increasingly apparent. The impact of AI on human rights, spanning civil, political, economic, social, and cultural spheres, is a pressing issue in today’s digital era. With AI technologies becoming increasingly pervasive in daily life, concerns about data privacy, security, data bias, discrimination and vulnerability towards marginalized groups, surveillance and control, ethical dilemmas, and human rights considerations have come to the forefront.

Addressing these concerns and safeguarding the equal enjoyment of human rights amidst the proliferation of AI requires prioritizing the integration of human rights principles into governance frameworks. This entails enacting regulations that assess the human rights implications of AI systems, ensuring transparency, independent oversight, access to remedies, and adherence to international human rights law. Collaboration among governments, organizations, companies, and individuals is indispensable in establishing robust governance mechanisms that uphold human rights in AI development and utilization.

Whether we acknowledge or refute the negative impacts of AI, we are cognizant of the problems it currently presents and the potential issues it may engender in the future. Ultimately, the trajectory of AI, whether towards a brighter or darker future, rests on humanity—the species that continually shapes the world.

By highlighting examples of AI’s influence, and impacts of technological bias, as well as governance approaches of various Asian countries for the OHCHR’s call for input for the thematic report on artificial intelligence (AI) and racial discrimination, NetMission. Asia seeks to shape international discourse and policy surrounding AI and racial discrimination, ultimately ensuring a more equitable global adoption of AI technologies.
